In what country or state?
Typically Police dog trainers and customs dog trainers use a combination of positive reinforcement with a lot of punishment/negative reinforcement. For alternatives look up Steve White's Police Dog Training work: http://www.rivendalelearningcenter.com/RLCServices.htm
For pet dogs, it is not recommended that you train that way. Many military animals have been trained with a minimum of force and pain, to high levels of accuracy. You can do this with your pets as well.

A well-trained dog makes everyone happy, including his owner. Take a little time training him, and you'll never regret it; you'll always have an obedient dog by your side. Find more https://tr.im/46gPt
By their nature, dogs are pack animals with a well-defined social order. Through basic training, you need to consistently make sure your puppy understands that you are the leader, not him. So in teaching him the basic rules, you take on the role of pack leader.
To fit into the family circle, your dog must be taught to recognize his name and such commands as come, heel, lie down and sit.

Here in the US most police departments by titled imports and they either have a trainer they work with or one of their officers has worked with training dogs gets the job. I think they pay to much and many other trainers in the US could supply them with good stable dogs. My trainer for example use to train dogs for border patrol and police departments in Texas. Here in Oregon they won't buy anything but titled Imports that are no always predictable.

Also agree you need to specify which country you are asking from. Would suggest you ask them directly for people who are willing to act as references for them. After all if you are trying to get your dog trained by them you want to know that they are worth the money and know what they are doing! Don't be scared to ask...if they say no...then say BYE! as it proves they are not what they seem and have something to hide. If they say yes then call those/speak to those and don't just take one person as a reference insist on 4 - 5 current customers!!! Do not part with your money before you know for sure these people are professionals....Also ask to see any publicity they have had in papers or magazines or go to the library and search newspaper archives for them!

As far as I knew, the police and customs train their own dogs. Check the credentials of this company with your local police dog section.
