There are dozens of pool tournaments of varying formats held each year and the best pool player is determined by the number of points he earns from these tourneys. To answer your question, though, there's a tournament called the World Pool Championship which plays 9-ball. In the 2006 edition held in the Philippines last October, a Filipino named Ronnie Alcano won the championship. Interestingly, in the recently concluded 2007 World 8-ball Championships, Alcano won again. Perhaps, we can say that Ronnie Alcano of the Philippines is our world champion in billiards.
