Depends on where you play. In Pro tournaments it's no touching any ball any time. Cue ball in hand foul if you do.
Many armature leagues like some I've played in say it's only a foul if you touch the cue ball.
I have witnessed ladies with long hair lean over the table to aim a shot and their hair brushes over an object ball, but not the cue ball. This is not a foul in most leagues.
It just depends on where you play and what their rules are.

Yes...any part of the body...including the clothes cannot touches the ball...not even the nose hair...lol...

Normally not....most tournament/matches are cue ball fouls only.....unless they told you that its "all balls fouls"....then you better pin that hair or tuck even a baggy shirt....good luck!
