As long as the seats recline, you can put them in there from birth on. The use of the car seats is to make it easier for you so you aren't constantly buckling and unbuckling your kids. They don't need the car seats at all.

If it reclines you can do so at any age. I have the same type of stroller and I would use the car seat sometimes and other times I would just lay her down in the stroller. Now she is 6 months and we don't use the carseat as often in the stroller, if its a nice day, we let her sit up so she can see the world, if its windy, then we use the carseat, so there is more protection from the wind.

I can't comment on your exact stroller because I don't have it. But, my stroller has a seat that fully reclines and has a 5 point harness so I've been able to use it since birth. If you can't recline the seat fully or only have a 3 point harness its probably best to wait until they have the ability to hold themselves in a sitting position when propped up, which generally happens at 4-6 months old.

I have a duoglider and it reclines flat so there is no age limit on that. I would not recommend putting an infant that is not sitting up on their own yet in a stroller that does not recline flat.

From birth on in the fully reclined position.-

When your babies are able to support their heads on their own, you can start allowing them to ride in their stroller. If you have to prop something against their heads, they are still too young. Make sure the harness system fits properly as well and is tightened to the correct position before you take your little ones out in it.

You can do it at anytime as long as the seat is in an apprpriate position for baby, ie, reclined for younger infants, etc.
