Do drug abusers say they don't drink, smoke or use drugs when they do, just because they know someone else doesn't use drugs or drinks? Are drug abusers bigtime manipulators who are experts at turning things around to make things everybody else's fault but their own? Can someone enlighten me?

The criminalization of dependence will generally create the problems you describe. Abuse of a drug is most often determined by its legal status not the actual level of use.

To answer your questions first let me say that not all people who use or abuse drugs will lie about whether they are using drugs/alcohol to someone who isn't, i think i depends on the person for example they probably wouldn't tell the police or their mother. I think there is a certain amount of shame society puts on people who use/abuse drugs so its not something they would feel open about informing people as well as it being illegal.
I think some people who are very addicted will do anything to obtain drugs and will manipulate any situation to get what they want. I think also some drug users are in denial about being addicted and being in the situation they are in and so when they are confronted they will just deflect the problem back onto whoever is confronting them.
Also depending on the drug they are using can affect their mental health like methamphetamine so when high off drugs and confronted they may just not want to deal with the issues.
I think the best way is to use open and non-accusing language and know that the person will change when they are ready to.
Anyway i hope that helped answer your question.

Yes, drug abusers are big time manipulators. It is a symptom of all types of addiction, used to hide the addiction.

You will see the same behaviors in people with eating disorders, and OCD and other non-drug addictions as well.

Drug users are people. Some do the things you described and some don't. I will admit that they're more prone to be "big time manipulators" but as when you speak about ANY group of people, ANY label, you will be partially right and partially wrong.
EXAMPLES:
All women like the color pink.
All white people can't dance.
All children like to play in the dirt.
All gay men like interior design.

only if they are trying to suck up to you . I see no reason to do that , I don't want any ones approval. I don't need it. if someone lies to you it's your fault for being over bearing. they fear your judgment will be negative when you hear the truth. people lie to try to predict a positive outcome. quit trying to make people feel they have to come up to your standards and you will attract real people. all you seem to do is bytch about one thing or the other, you can't be a very happy person. no one is perfect ( except maybe you) some people have difficulty dealing with life's issues so they turn to something that numbs them. it not right but it's their prerogative, you would do well to avoid them , but maybe that is all you seem to attract. misery prefers company as the say.
I think I know what you need....................
