She is one year old and is going through this phase where is she scratching people's faces. How can I correct this? I have tried taking her hands down over and over again but she just does it again anyway.

she is curious regarding all of the faces that are put in front of her.
She doesn't comprehend that she is hurting anyone, she is just exploring.
Think about it, everyone picks her up and puts their face--right there.
Maybe if you had people put her down when she scratches, and tell her that she'll be picked up again when she is "gentle."
Or take her hand and show her gentle.
Babies are like puppies, they have sharp nails, but they Are both so cute, no one really minds.
she will grow out of it--if someone really gets mad--he/she is a jerk and I wouldn't want my child around them.

I'd take her hands firmly in yours, make direct eye contact and say, "No scratching!" I would instantly put her down and walk away. Pretend that you are having tons of fun with her toys or are completely interested in something else. Do not give her attention for a bit until you feel she has realized something has happened. Say again, "Do not scratch. Scratching hurts mommy/daddy/whomever." And then drop it and move onto something else with your baby.

my daughter is one she tried that only once cause she knows the word no. Try that if she does it again put her down walk away if she cries let her then after 30 seconds go back give her a cuddle and if she does it again say no and do the same again they learn very quickly,

Most kids do this around some age. Just firmly say "No". She understands what no means at this age. Dont act like its a game under any circumstances, i know a mother who done this and her child is still doing it at age 2 because he thought it was a game!

Try just setting her down straight away saying no and giving her no attention for a short time.

Well some people would call me cruel, but my daughter is going through the same thing. When she does this I remove her from the situation, tell her no and sit her in timeout for one minute. If she gets out of time out and does it again, it is time for a little tough love on that bottom, if you know what I mean.

It would help if you wore a brown paper bag over your gub. You must realise that all kids are terrified by the sight of it.
