The light stays stationary, but a "mask" rotates around the light. Also there are reflective mirrors to project the light. I suppose there are some types where the light itself rotates.
There are different technologies, old and new. If you can visit a lighthouse near you that would be educational.

well there is a tall house with a lite in it that goes around and around and around=check out nickle creeks song iam a litehouse its very good
