A good rescue group or shelter will give you as much info as they can about a dog, and what to expect. For example, they need to tell you if a dog won't be good in a house with kids, or other dogs. They will be able to tell you a little bit about his or her energy level and whether the pup is housetrained or not.
The rescue group that I work for puts up very detailed descriptions of the dogs we have up for adoption, since most volunteers are not able to spend a lot of time on the phone talking to people. Keep this in mind - rescue groups have a tough time managing everything they have to do, so if they don't get back to you right away, don't give up.

If searching on petfinder for a border collie mix, type in border collie and your zip code and all the border collies and the mixes will show up, starting with the ones with shelters and rescues closest to you. Most of the organizations will give you some basic info about each dog, including sex and age and whether there are any health problems. Usually there is a link to the organization's website or a phone number to call to get more information about the dog and the organization. Then once you've contacted them, you can learn more about the dogs you are interested in and you can go visit the ones that look like the best prospects for you

if you are looking for a mixed breed dog, I suggest checking your local SPCA or humane society, animal shelter. DO NOT get one from a pet store or back yard breeder. SPCA etc will be more honest and will give you a better overall price and you will not be supporting somebody who is unethical about breeding mutts.

Border Collies are EXTREMELY intelligent/active. DO NOT get a pup unless you have A LOT of time to devote to keeping it mentally happy, otherwise it will be destructive. If you want a mix make sure the mix is good - eg. not a Husky cross with BC.

how old - depends on you - a younger pup will need house training, where as an adult should have that done for you. Again the most important thing will be how much time you have to devote, these dogs NEED alot of time. They NEED to be given JOBS to do.

Since petfinder is basically for humane societies, good for you. There are a lot that need to find good homes.

Anyways, if you find a dog you like, go to the society/shelter. Make sure that it seems like they are treating the dogs as well as possible (clean bedding, fresh water, etc).
You really do not need background info on the shelter- most have to be approved by the city or county and are up to code. Animals everywhere need homes, and if you find a dog you like, go check him out and read what you can on his background. Sometimes they have a lot, sometimes nothing. If you bond, take him home. Simple as that :)

You want to see "hand raised in my home" and "parents on site." You want to go to the site and spend some time with the parents. You want to see evidence of a lifestyle (yes, at the breeders) that supports time to run off leash outdoors. You want a health guarantee for one year. You want them to agree to take the dog back if it doesn't work out for you, for any reasons. Some border collies are very high metabolism dogs.

Clues for high metabolism dog on petfinder include: need someone home during the day, would be a great flyball or agility candidate, needs a fenced yard. Good luck. They are my favourite dogs.
