What's the best lens? How much would it cost? I heard the Canon IS was a good lens to use is this true? How much does the len(s) cost?

I need to zoom in. I also need a lens that doesn't let me shake... I would just like to know the best len(s) and websites where I can get them/buy them?

That's easy. If you want the best possible zoom lenses for a 10D, get the $1000 Canon 17-55mm f/2.8 as your walk around lens and add a $1650 Canon 70-200mm f/2.8.
The 70-200 is also an 'L' lens. Canon's L-lenses are their top producs. The 17-55mm isn't an L-lens because it has a consumer grade build quality (plasticky). Its image quality is superb however.
The 'IS' label isn't really a mark of quality. It just indicates which lenses have Image Stabilization. The 17-55 and 70-200 are both IS lenses.
If you want to step down to midrange lenses, get Canon's 17-85mm and 70-300mm. These both cost around $550 and they also both have IS.

Firstly, Canon IS in not a single lens. Its a range of lenses fitted with Image Stabilizers (IS). The cost of the lens depends on various factors:
1. Prime or Zoom : Zoom lenses are expensive. prime = no zoom
2. L or non L glass: L series in canon is expensive. Think of L as luxury.
3. Focal length: Price varies according to focal lengths. do u need a wide normal or a tele ?

you need to specify atleast what focal length you need to pick u a lens
