The VISA 800-numer is 800‑847‑2911, however, there isn't anything they can do (although you can try if you like). You must call your card issuer (Capital One, Chase, American Express, etc) and dispute it with them.

Below is a link to a page that contains all of the 800 numbers for the major credit card issuers, just find yours in the list and follow the instructions in the far right column.

Alexander is correct. Visa did not issue your card. The just licensed a financial institution to issue a card with the Visa logo. Every card I've ever seen has a toll free number on the back of the card and most of them have a web address as well. Technically, you should submit a dispute in writing to preserve your legal rights. Most issuers will allow you to begin the process by phone and the customer service number can give you the correct address to mail a dispute. This is different than the address where you send payments.
