There are commercially-available tilt sensors (inclinometers).

Older technology used a glass tube with a resistive element and a blob of mercury. It tipped the mercury along the inside of the tube and touched more or less of the resistor and gave an output usable with an A/D converter to provide digital output of level.

Newer technology uses accelerometers that work with gravity to compute tilt and come with a serial output for digital use. It is about the size of a dime and comes with one or two axis measurement.
