That would be considered a technical virgin. Life is strange. When a boy is young , his goal is to get inside. Fingers whatever, even though most of her feeling is on the outside . It's like eating a cake and ignoring the icing.
The importance is not whether you are a virgin or not. (that info is bragging rites for your friends) but can you touch a woman's soul physically.
To put your penis of finger where others have gone before is no accomplishment. The question is , Are you the one that has left an impression she will recall when she is old.

If it only touched the outside of the vagina and never inserted then you are still a virgin. As long as the hymen is not broken you are still considered a virgin.

I think that you've gone too far to be considered a virgin, but technically...if you've never had insertion...you would still be considered "pure."
