fairy dust is my secret. actually, every time i want to take a shot i try and imagine what it will look like as the cover of a magazine. moving a couple of steps one way or another often makes a dramatic change in composition. sometimes hard to tell in the field, so take shots from different positions and select the best later. making sure the picture has a "subject" helps, such as people, wild critters, spot of bright color, strange shadows, and such. fixing a bad picture in the computer is not recommended practice.

It is hard to say without more information about the subject, but generally a photo is interesting to others (I assume that is what you are talking about) if it "catches" their attention in some way (so it will rarely be interesting to all who see it). Photos of extreme beauty or action, photos that are charming (touch the heart), photos that the viewer can relate to or that show them something they may never see themselves or may have seen but not noticed the details or beauty of....all tend to make people stop and think.
As I said, without knowing more about the circumstances of your situation it is hard to say, but generally look for something that will draw their attention or if restricted to subject matter that is likely to not be very interesting (taking a pic of a building for business use) at least frame the shot well or include a few employees or students (if the dated-ness of their clothing won't be a problem in the future).

Black and white film! Or a perspective that isn't obvious- like from way down low or something. Or, don't make it so much about the scene, photograph something from an angle where you don't really care what you're looking at, what's important is the artistic value. You may need to zoom in or back way up. Be creative. I can't be very specific cuz its different every time.

Angle, lighting and focus.
For example, you can see a pretty flower and take an eye-level photo of it, which would make it a regular photo; or you could kneel down and take a macro shot, which is more interesting. You can take a straight-on portrait of someone, or you can put her by a window so lighting from the blinds stripes her face.

Well... You gotta get the light just right... And then you also have to find a perfect place... And it has to look so good... Like a feild covered with snow... It's not interesting but given the right amount of light... It looks great...

any picture can be intersting if it is shot well. learn how to use a real camera and use black and white film. black and white pictures have more mystery to them. much cooler than colour photos. somone mentioned double exposure - try it out. just experiment
