that's an interesting question, just off the top of my head:

GWB used military 2 times, served in the National Guard during the cold war
Clinton, 2 times, never served
GHWB, 2 times, Navy pilot world war 2
Reagan, 1 time, served in the Army air force during WW2, but only made films
Carter, 1 time (hostage rescue?), was in the navy
Ford, 1 time (mayaguez incident), was in the navy
Nixon, 1 time (vietnam war), Navy
Johnson, 1 time (vietnam war), spent six months in the navy
JFK, 2 times (cuban missile crisis, vietnam war), Navy during WW2
Eisenhower, 1 time (inherited Korean war), Army during WW2
Truman, 2 times (berlin airlift, Korean war), Army during WW1
FDR, 1 time, no military service

I'm not sure I can come to your conclusion based on the modern presidents, since most have served in the military.

I can't really think of too many more....

If your refering to President Bush, he had about as much military experience as Lincoln. Clinton did go into atleast 3 separate engagements. Bush before him was a Navy Pilot in WWII, Reagan was an Army Captain.
Be a little more specific.....

Yes, like Clinton, who used the military as a Red-Cross type aid organization, rather than a fighting force.
