Go to the Control panel(by clicking start and going to the right list of choices) and choose the one that says Date, Time...ect.

change the time at the small clock at the system tray first (like the others have suggested)
if the time is incorrect everytime you reboot then you need to have the time set from the BIOS. reboot your computer and press F2 while the OS is still loading. the BIOS setting will appear. choose date & time, set the time and save. exit. start your computer. you will see the time is now correctly displayed.
if the problem still exists, you might want to check the battery for the clock (the clock does not use power from the power supply or else the time/date will be lost everytime you turn off the power)

scroll down to the bottom of the screen so that you can see the time. Double click on the time and reset the clock. Check to see if your timezone is correct (this might be the problem) . Once you reset the clock it should be fine. Press apply and exit.

What OS are you running? If running a Microsoft app, visit MS and dowload the DST (daylight savings time patch). You should already have this if you have automatic updates properly configured.
