In light of what has been mentioned in other peoples' answers above, the first thing you need is a respectable amount of "real-world" experience in the martial art, usually indicated by having a minimum of 2nd degree black belt. That translates into years of dedicated study.
Once you become a 1st degree BB, you need to approach your instructor and ask to be his/her assistant instructor. The only way you'll know is if you do. Try teaching, if you don't like it or your students can't learn or don't like your teaching style or you have a short temper and are impatient...think twice. Running a dojo is based upon the ability to attract & keep students! No students=no dojo.
Third, you need a fair chunk of money to start-up with: renting space, advertisement, insurance, etc. We're talking $1000's here. Running a martial arts school is like running any other business...risky & uncertain.

The same way you would start any business. Get a loan from the bank, find a good location, hire creditable instructors, offer various classes for beginners, pros, women, & children, & advertise.

First: Get yourself certified as an instructor.
Second: Get yourself certified in First Aid.
Third: Find somebody willing to sell you some liability insurance.
