I am bored an want to go fishing today, but am I allowed to go fishing or do I have to wait? I know some zones are open to trout fishing all year long, and it doesn't say in the PF&B commission book about the Yough river.

You can fish the Yough River below Confluence and a few miles downstream all year....just need a fishing license.

So far, my research shows that you will need a fishing license
to be able to fish the river. The license is good all year, there does not seem to be a specific season BUT There are regulated fishing AREAS!

From the official PA State Parks site:
Fishing: The Youghiogheny River provides good wilderness trout fishing. In cooperation with the Pennsylvania Fish and Boat Commission, fingerling trout are stocked throughout the entire section of river within the park. An all-tackle trophy trout program exists on a 3.5-mile section of the river from Ramcat downstream to the SR 381 Bridge in Ohiopyle. Meadow Run also provides fine trout fishing for anglers who prefer smaller stream fishing. A delayed harvest artificial lures only section is on a 1.7-mile section from Laurel Run downstream to the PA 381 bridge. See the PA Fish and Boat Commission’s Summary of Fishing Regulations and Laws for more details on these special regulations areas.
