The steering damper resists the tendency for the steering head to "wobble" left and right. in the extreme to become a "tank-slapper" which is the steering going from lock to lock - this is usually terminal. this can happen particularly in sport bikes because the steering is set up to be very quick to turn in. It has a steeper angle of rake (steering axis to ground) and less trail (the tire patch trailing behind the point where the steering axis hits the ground).
a good thing to remember is if a bike you are riding starts to weave or "shake its head" plant your knees into the tank and pull back with BOTH hands. you then become a damper. some wobbles and "tank slappers" are rider induced when the rider thinks he is steering out of the wobble - he is actually making it worse becase he is a cycle behind.

Steering radius sucks and when you turn a corner by pushing down on the opposite handle bar the cintrifical force and the steering damper work togeather......

IT'S LIKE A MINI SHOCK ABSORBER. HELPS WITH STEERING STABILITY. ESPECIALLY AT HIGHER SPEEDS, LIKE PEOPLE MOST TEND TO RIDE THESE KIND OF BIKES AT THOSE SPEEDS OR TRY....LOL
