Are their any good neighborhoods in NYC or even in the outskirts of the city?

The upper west side is the best place to live in NYC if you can afford it. Actually there are affordable areas outside the upper west side, he,he.
Also the lower part of Manhattan is nice, many parks, china town and soho.

There is an inverse relationship between Safe neighborhoods and Affordable Neighborhoods.
You can't have safe AND affordable AND convenient to transportation, Pick 2.

There are plenty of good neighborhoods in NYC, but you'll need plenty of money to live there.
