In all seriousness it will take massive pandering to those two groups. Women don't on belong in every aspect of Law Enforcement, but excel in some areas. Being that police are really just the bouncers for society in their basic function, would you hire a female bouncer? Rare is the woman in LE that the men like to work with. They are there but very very few. Minority recruitment will always suffer because of perceived "us against them" and the racist boogey man who is behind every unpopular police action that minorities don't like. Culturally for minorities it is seldom popular to be a cop. There are some damn fine minority cops out there, but they pay a cost in their own circle of influence beyond what white officers do. So to answer the question directly; sex changes and hormone therapy for women and massive cultural shift for minorities.

properly, my own opinion is that police departments might desire to fret much less approximately recruiting specific varieties of persons and extra approximately hiring the main qualified applicants for the pastime in spite of race or gender. yet to respond to the question, deliver out recruiters to community faculties to speak with golf equipment or communities that are quite often minorities or women persons and generate some activity.

I don't think they need to. I don't care what color, nationality, sex, (insert label here), my backup is. As long as they are capable of doing the job and doing it professionally and correct none of that other stuff matters.
It goes back to a saying I once heard:
If you want to be treated equal, stop asking to be treated special.
The people who are qualified and motivated to do the job should be the ones who get hired. I don't care if a department has 20 openings and they hire 20 men, or 20 women, or 20 whites, or 20 blacks, etc. as long as they hire the best people.

OFTEN times the high school is a great place where teens are looking to their future. HAVing OFFicers and women officer visit the high school and talk about careers in law inforcement. THATS such a great idea,and a good place to start looking
