All 20,000 are scheduled for Baghdad to be partnered with iraqi teams.
1. This is designed to speed up the training of the iraqi forces
2. To push anti-democratic cells out of the capital city
It is hoped that this will speed up the full/succesfull handover to Iraqi's themselves. (hoped is my wording)

it's a delaying tactic.
it's actually possible that bush no longer really understands why the usa invaded iraq and now he wants to only protect his legacy.
bush feels that his legacy will best be protected by prolonging the war so that the next president (most likely a dem) will have to be the one to leave.
