I want to do it the most cheapest way possible. so any answers

Find the seam and pull it easy, you should be able to pull the vinyl facing off. Next use a wet sponge and soak the paper backing that was left on the wall, that too will pull off too. The key is moisture and patience. If you've got a non-textured ceiling (if that's where the border is) you could also fill a spray bottle with hot water to soak it up. Just spray warm slightly soapy water (the softener should work also.) will work. Just start at an edge, spray, let soak a bit and gently start to peal. Keep spraying and pealing.
It is usually quite easy.

The quality of the paper you are pealing will tell how well it will peal.When I wallpaper or paint, I always use a GOOD quality. It costs a tiny bit more but the labor is the same with poor or better quality. And the long lasting quality will be worth the cost.

A mixture of fabric softener and water will do the trick. Put it in a spray bottle, soak the border, and peel it off. (I hope the border is not put on over wallpaper, or the wallpaper may come off, too, lol)

i always use the fabric softener in warm water, i also use this tool called a paper tiger. it perforates the paper, allowing the solution to get under the paper and remove it more quickly..you can get the paper tiger for about $6 at a walmart or hardware store.
