It is a puppy and could be a shih tsu or a lhasa apso my lhasa looked just like it when she was 8 weeks old but so do shih tsu dogs

It looks like a Shih Tzu, either a puppy or an adult with a puppy cut. Untrimmed Shih Tzu have a longer coat but most people don't like the work that coat requires and keep it trimmed short. Puppies naturally have the sorter coat which will, of course, grow longer as the pup matures.
