can a plastic trash bag over u while working out help burn fat ,inches&waterweight?

A plastic bag will cause you to sweat more - but the effect will be ounces not pounds and it could be a dangerous. If you are bound and determined to do this make sure somebody else is around so they can call the ambulance. -- not a good idea. Forget the plastic bags

Wearing plastic bags can cause you to sweat. Sweat is your body's A/C. You can temporarily drop a few pounds by sweating. Walking around dehydrated is a bad idea. If you were an athlete, you would know that even slight dehydration hurts your performance.

Burning excess fat is a separate process. Fat is stored fuel/food/calories. If you eat less than you need to function, the body turns to fat stores to make up the difference. Overheating and dehydrating yourself during exercise has little or no effect on burning calories other than the fact that you will probably stop sooner than you would otherwise.

To lose weight, you need to eat less, exercise more, or both.

Plastic bags while exercising will, however, give your friends, the people at the gym, and the general public something to laugh at.

Unlikely. Most people who used steam baths as a weight loss idea where just as large after the treatment as before. From your point of view, a bag over the head would work but the pall bearers would still find you heavy.

Doing this could also cause you inside body temperature to rise and cause severe problems. Your skin needs to breath to cool down.
The only thing you lose is water, as soon as you drink water you will gain the weight right back...
If there were an easy way to lose weight, don't you think we would all be thin?

Actually this is dangerous. It dehydrates you. And if you think long term lifestyle changes you will be better off.
