Its origins are from the East Bay region of the Bay Area, more specifically Oakland, CA. My husband has been living in the East Bay his entire life and has been using the word "hella" for as long as he can remember (he's currently in his late 30's)

"hella" was used in Northern California way before Southpark.

It used to be when you were traveling abroad or across the country if you heard someone use "hella" you knew right away that they were from Northern California, it's not like that anymore.

Hella is a shortened version of hell of in the phrase like that's a hell of a problem (that's a huge problem).

It's from Southpark, Cartman started saying it, I would say you could attribute the word to Clay Parker and Matt Stone. It does sound like a California word though as well , it reminds me of the word Gnarley, god I really hate that word.
