Jealousy would be the likely first answer. Looking deeper one can often see that miserable people are in some way stuck--they get trapped in some perception about life, people, or themselves. This perception (usually based on some past experience) explains why it is impossible to be truly happy. They probably don't even realize that this is a perception--they think their perception is reality, the truth. When someone appears genuinely happy, they have to make that person wrong or risk upsetting a core belief about life. Human beings are full of self-deceit.

Also, in psychology there is something called Antisocial personality disorder - about 1 in 5 have it, and about 1 in 20 are dangerous. There are SEVERAL criterion that must be present (although it can be difficult to detect) for someone to have it. You can look in a DSM (Diagnostic Statistical Manual of Psychiatric Disorders)) to get a description - but a much simpler explanation is available at a Dianetics center.
It's basically like this: These people feel weak and small and are constantly afraid of their own destruction. So, to prevent their own demise, they work to bring everyone else down. After all, if they're this afraid when everyone is weak, how will they feel after people around them become more powerful? - they think.
Not everyone that's a jerk is antisocial, and part of the disorder is not being able to recognize it in themselves. Psychology can't treat these people, Dianetics claims that they can - but currently it is beyond my studies. The only thing to be done with these people, at our level anyway, is to break off all contact and communication.

Some people can't tolerate the happiness of others because they are bitter about their own lives, the choices they've made, and the outcome of these decisions. In short, they are jealous.

This question has bothered me my whole life. I have come to the conclusion through life experience that some people are generally not happy about their own existence and therefore don't wish anyone else to be happy either. They hate happy people because they themselves cant find happiness. It all about jealousy. They are jealous of happy people and seek to destroy that happiness in order to feel better about themselves. My advice to you is to avoid them and only hang out with those you know are happy as well. You will be more fulfilled this way in your life. Good luck to you.

Some people are stuck in a loop of misery that leads them to hate those who are happy. These people are usually pessimistic and can never see the good side of life. If they are presented with something fun to do they tend to do what they can to remain as emo as possible. This is from what I have experienced it may not hold true for every person, obviousy.

Some people have to feel superior to others. In other words, if something goes wrong in anothers life, they feel that they could never experience the difficulty of the other person, because their life is soooo perfect, or they pretend that it is.

Ignorance and sleuth causes envy of others, as well as misery, thus people that are miserable most often attempt to make others as miserable as they are, instead of educating themselves...

Deep down they are angry at their own miserable nature and jealous of the happiness others feel from their inner contentment...see also "fringe liberal".
