He likes me since November and still didn't do anything serious besides saying 'Hey' though we don't know each other. He keeps looking at me but his friends say he is shy.

Provided the guy is that shy you will have to make the first move,ask him to lunch or a beverage,make it a group thing,talk to him but don't leave him out of the conversation, it will probably take a bit for him to warm-up to the conversation and you
His biggest fear is that he will be rejected or that you will not like him, so talk to him about his favorite sport or hobby and be actively interested.

If you like him, Make the first move! Like, somthing small like " Hey, wanna go grab a shake or sumthin?" then, if you go on a date, Double date. It keeps conversation going, doesnt have alot of awkward pauses, and youll both be comfortable in a nice situation!

Make the first move. What era is this? Girls can make the first moves too. We're equal to them. Otherwise, if you are shy too, hint to him, find a way to talk for a while, hint and send subtle messages.

Ask him if he wants to join your group of friends to go to the movies, or to Starbucks, or something.
Make it a group type thing--but don't ignore him.
Girls doing all that girly chit chat to impress a boy only gives them the impression that they are intruding on your time.
Make sure you ask him questions about him to show you are interrested. Don't keep the conversation too much on you (your friends and family is ok-no complaining) or it will make you seem self centered. Complaining will make you seem hard to please.

Approach him whenever you see him and ask how he's been doing. Ask him whether he wants to go out with you and a couple of friends for a movie together. Just try to soften things up between you two, it doesn't matter whether who takes the initiative.
