Yes, I would discretely tell them. I also let people know when they have something in their teeth as well as their zipper is down. I always hope that in return, people will tell me if I have the same situation. Better being embarrassed for a moment then all day long with a bugger hanging out of your nose.

Yes discretely and probably hand them a kleenex and point to their nose if they don't get the message.
But only with coworkers or friends. Probably not a complete stranger, unless I was talking to him.
I would probably say something like.....
"I think you need to wipe your nose"

In my family, our code for this is "bat in the cave!" It's nice to inform somebody this way, because they aren't so embarassed. I think the word "booger" or "snot" is just about the last thing anybody wants associated with them, but bats are hella cool.
