Instead of typing about it you could be out picking up garbage right now. We all could be out doing something constructive with our time if we choose. Most of us choose to sit in front of the tv or pc instead.

As a child, I would often pick up all the trash on our school playground after school. I still pick trash up when I see it loose, & dispose properly of it.

l'd imagine if you don't like the looks of it (and who does) and the local government doesn't do anything about it, the people on your street could be imbolized in one day to pick up all the litter and trash and dispose of it properly. Perhaps you can then locate trash barrels in strategic locations so that people will start using them. (Have you ever been to Virginia Beach -- they have so many trash cans on the boardwalk and on the beach that people actually do get the hint: no trash!)
Other ways: Get everyone to use only natural lawn and garden products and get information about using electricity (washers, dryers, dishwashers) in offpeak hours. It is the moral obligation of each one of us to prevent such conditions in our world.
If you don't want the government telling you what to do in other aspects of your life why would anyone want the government telling us what to do with the debris and garbage we create. Leave the place where you have been better than it was when you got there!

But it is the Municipality that makes money in awarding contracts to contractors who put a container there and thats it comunities require leaders who will have public backing so that the contractors are made to do their job. But unlucily there is always some group to sabotage any socities good work. In my local dogs had become so dangerous and mean there were attacks often some of us banded together and it took us 3 months and 400 rs bribe to get a truck to come to pick some of the dogs up and within 1 hour a group of residence had formed to order the truck to leave the dogs alone! I GIVE UP!!

Put up posters with the message "Cleanliness is next to Godliness".Maybe,this will stimulate people to think about not littering hopefully.Have nice good pictures on them to attract their attention.Talk to the people to join hands in keeping the environment clean.Ask them to give this idea a try sincerely.
Motivate them to just co-operate for atleast a week and then see the effect of a clean environment on their moods.maybe,after this they will feel that it is good to keep their surroundings clean.tell them to make it habit of throwing litter in the dustbin only wherever they go.if they do not find one to keep the litter with them and drop it in the nearest bin.advise them to keep a polythene pack in which to store it till they come across a bin.it is an uphill task,but worth giving a try.also,they need to be inspired not to make their pet dogs litter in front of somebody else's house.it is in bad taste.they should get it cleaned also if their pet defaecates in front of someone elses door.they should feel morally bound to do it.we have to awaken their conscience in this matter by talking to them.we have to tell them that like drinking tea/coffee is a habit,likewise cleanliness can be made into a habit.

We should not litter, as well as be so kind as to pick up a meandering piece of trash and put it in a garbage can. If everyone did just that, every community would look much nicer.

u people (people of ur colony) form a comitee,appoint 2 or 3 workers to remove the garbage every morning at a particular time.each & every house should be regular in placing ur dustbins outside before he comes.
