I did tell him I love him one day, he smiled at me and said, darling I love u to, then he turn back and said I meant what i say, and wonder should I be saying the three letter to u first.

To me, as long as he meant what he said, and i meant what say, it all good to us.

You're right. Why should it be either the guy's or the girl's responsibility to do something first? As long as both of you meant it, all that matters is that you said it.
Besides playing games like trying to be hard to get only wastes time and it turns alot of people off. Why take the chance of waiting for him to say it later if you feel it now. There's no such thing as girl roles and boy roles. Just be open and if someone can't deal with it you don't want to be around them anyway.
I'm pretty sure that someone who answers this question is going to say "No, the GUY'S JOB is to say it first." I haven't read the other answers yet but i'm sure that someone says it. That's horrible advice, so don't waste time with it. Is it the GIRLS JOB to be a stay at home mom? Didn't think so.

News flash: those are just three words, and saying them changes nothing.

Most people with these romantic views of love have no clue what love really is.

I am going to use an ugly example to make a point.

If he cheated on you, would you still love him? If he stole money from you would you still love him? If he disrespected you would you still love him? Would you forgive him? Would you never hold a grudge?

If you say yes you love him - love is unconditional.

Now is the time in your life for school to take a higher priority than love. If you really love him, you will love him many years from now after you graduate, and you dont need to tell him and he doesnt need to say "I meant what i said".

seems like an self solved question. But sometimes the word "love" can put allot of pressure on a guy to come up with a response. So I believe it better for the guy to say it first.
although it might be the same for girls. (",)

sometimes saying i love you first scares them, often times guys are afraid of the big "C" word (commitment) and they pull away after you've said that. Depends on your relationship, noone can read his mind, if you have a strong relationship then trust in that. But let him be the next to say it to you first.
