The only way is to purchase guttering or gutter-guards specifically designed to deter squirrels, birds, and what-not.

They're in the gutter for either water or bugs.
Clean out the gutters to keep the dirt and leaves from building up. I've even found seedlings growing in the gutter, so that spring and late fall cleanup is important.
I don't like Gutter Helmet. I live where rain can come down in buckets ... the water overflows the edges of the Helmet ... totally useless.
Otherwise, if the birds are just looking for water, you really can't stop them. Unless, they're woodpeckers, they won't hurt anything anyway.

The porch, it may be catching seeds and the birds are exploiting that food source. If they're under the porch, they're looking for nesting spots. I wad up a little ball of chicken wire and cram it into the corners.

Go to the toy section and buy a large rubber snake. No kidding. Then place it close to where they are landing.
