I would go with a color that opens the room up, like yellow, or a pale green. maybe a cute mural on the wall, etc.

Depends on how long you want to live with it. Do you want something you will redo when they get older or something that can transition into tween or teen years? My two kids share a room and its done in with a slate like blue and brown and then they have accents that are more towards there ages. Daughter has Dora night light accent pillows pictures while by son has Blues Clues. Not that will be in this house much more than 3 years but, i have a boy and girl that have to share a room so we found that the more older ,not sure that explains it right, color pallette allowed us to tie the room together better then a straight pink or baby/primary blue could do. Also the blue worked with both the dora and blues clues accents.
Also i've seen some nursary in the geometric prints that are really cute and could grow up with a child.

I think that because the girls have to share ( my boys do as do my older girls) I'd let the 5 year old have some - note SOME input in choosing colour and accessories. It will make her more proud of her room and it is my honest thought that the 18 month old really couldn't care a whit.. :-) Good luck

My daughter's room is light purple, but not too light. It's a very nice color, when the sun shines in it gives the whole room a glow. At night it's calming.

Something relaxing and somewhat neutral-like a light seafoam green...maybe with a fishy boarder?
