How does a person discharged from the Marine Corp in 1973 upgrade his discharge status. Is there a statute of limitations?

To change the discharge status, submit a discharge status review to the veteran's service office for your area or any VA facility. The form is the DD 293 and can be found online with a Google search. Any supporting documentation you have to support the request for status change should accompany the request.

There is no statute of limitations.

Yes you could have problems upgrading a dishonorable status. But he did state where to begin correctly.

Just go to your local Veteran Affairs office with your DD214, and you should have no problems.
