I'm not sure you can. I know that most things are available through Freedom of Information Act. Hit the NC Dept.Of Justice website and scour around there. If not, read up on the FOIA and see how you would go about getting the information you need.

If you are able to just go to the police department where the report was made. By law you can access any police report you request under the freedom of information act. You can be charged for copies.
You just need the report number to make this a lot easier.

You can not for free, you will have some fee no matter where you get it.
Best bet, go to either the city or county police dept and ask them which dept runs them for employment
There will be a fee.

probably no where for free.
there are plenty of places you can go and run a complete background check on someone for about $45.00 - but i'm not sure of the level of detail you will see from that.
