It's interesting how many girls ask this question but should already know the answer. Imagine a complete stranger walked up to you and told you that they were interested in you. How would you react? Now imagine one of your closest friends walked up to you and told you that they wanted to go out with you. How would you respond? Maybe your answers vary, but in a general sense, girls are more inclined to reject simply because of insecurity. You say "no" to the stranger because you know nothing about him; you say "no" to the close friend because you're worried about damaging the friendship. Guys know this, and we're always afraid to end up like that.
Some guys have no trouble saying whatever they want, whenever they want. But if you think for a minute (once again, in a general aspect), what kinds of guys do the guys that speak their minds, turn out to be? They're rude, disrespectful, and they say things that they don't think about beforehand. They can be insulting and otherwise offensive. Manners take time to build, and part of building them is learning when NOT to speak your mind. We're all entitled to our own opinions about everything, but is it ethical to voice them at all times? No. There are plenty of instances in your own life where you've probably felt like saying something but decided that it could have a negative effect or result. The same idea applies to the question you've proposed. There are TONS of instances where guys -- DECENT guys -- are inclined to share thoughts and feelings with the girls they have their eyes on...but they don't. Why? For fear of the negative effect. And rejection is one of the worst emotional pains in the world, whether it be rejection from your friends, classmates, mentors, or your own family.
I guarantee you if there was a 100% chance of success every time a guy asked a girl out, you would hear of no less than 100 new relationships a day. But it doesn't work that way. We have to be SO careful in our approaches nowadays, so as not to frighten the ones we want to be with. It's like a hunting trip. You can't just run in on your target; you have to take precision in your process and make the right moves at the right time. The problem is, every girl wants a slightly different procedure. And if it's not JUST right, the whole thing is blown.
There's really ONE thing that guys are hoping for, in order to resolve this situation -- just say "yes" once in a while. We're not all as bad as you think we are.
You might be saying, "well, I already do that, so you're just giving me information I already know." Okay. How's this? If you know of someone who DOES reject a guy purely based on first impressions, help her to expand her tolerance level. Once YOU have that better understanding, be sure to share it with others.

I think that if a lad likes you he'll tell you or show it. Like waiting for u to finish work and surprising u with a bottle of wine. Its the little gestures that show it the most, words just make it real. I once dated a lad that couldnt stop telling me how much he liked me blah, blah, blah....he turned out to have a girlfriend the whole time we were seen each other!!!! Words are not everything look out for the way he acts towards you, that should tell you.

well, he's a guy and he doesn't even know, to be honest..lol..really...that's just the way it is...that would be too easy, because he really doesn't even know you first of all...most younger guys dont know what they're doing most of the time when it comes to girls/women.... they play games, and most of the time it's the "hunter" game..you know? hunt, get some , next....hunt, get some, next,, and on and on...till they're about 20 something to 30 something and more...and have more babies then they care to take care of... and hurt more hearts than they care to talk about...take it from a very wise older man..be careful and good luck... trust your mothers' (or fathers')words if you still live with her/him and get along somewhat...and your gut instinct, not that young unlearned heart...hold out for the good one who wants you for your heart and mind and spirit...not just the bod'

Theres nothing worse when a person tells a person they love them without them saying it back.
