Just in SE Asia, it will be Singapore followed by Malaysia and Thailand;Philippines.
There are only 11 countries in SE Asia. And definitely Japan, Taiwan, Korea and China are not included.

Singapore

Bangkok
Bangkok is the capital and primary city of Thailand, with more than 50% of its GDP, 70% of its urban population and 90% of its jobs. The royal family of Thailand is held in very high poplar esteem, especially King Phumiphon. As a result of the Green Revolution, Thailand is a major rice exporter. Its most infamous trade is the international sex industry, which employs children of both sexes as well as adults and generates over $10 billion in annual revenue. While HIV/AIDS infects roughly 2% of Thailand’s population, that is a lower infection rate than in neighboring countries such as Cambodia (4%). Thailand’s relatively low rate is attributed to a strong anti-AIDS government campaign that includes free distribution of condoms.
Djakarta
The capital of Indonesia, Djakarta is situated on the northwest coast of Java, the country’s most densely populated and economically significant island. It is nearly adjacent to the island of Sumatra and directly across the Java Sea from the Kalimantan region of the island of Borneo. Portuguese, Dutch and Islamic architectural influences reflect the city’s long colonial history. It is the hub of Indonesia’s industrial sector. Djakarta, together with the neighboring cities of Bogor, Tangerang and Bekasi, forms Jabotabek, an industrial region with a joint metropolitan population of 20 million and about 80% of Indonesia’s manufacturing jobs.

As an experienced traveller, chesney c gets it right. The Philippines is somewhat tamer than the rest of Asia in terms of culture, and you will experience considerably lesser culture shock here tha in elsewhere in Asia. It is also home to the Latins of Asia. The beaches and resorts here are also world-class - try Palawan, Boracay, and Caramoan Peninsula, which have been filmed by French travel channels. They won't go wrong, right?!

2. malaysia = has the tallest building in the world. so speaking of modern. nuff said.
3. philippines = modernization not only includes tall buildings and stuff, it also includes the people. Generally, almost all speak english and understands english. And yes, manila is at par with thailand and indonesia, the people matters.

2. It's close - Singapore, Taipei (of Taiwan) or Shanghai (of China) - Possibly South Korea.
The likes of Malaysia is way behind the places I've put in category 2.

Deffinitely it is not the homeland of Turkish (an Indonesian with grammatically flawed Bahasa Indonesia as pointed by his own countryman). Malaysia? Not either, because you can se it in the people. Look at this Indonesian who hates his roots and pretends to be a Turkish, he can't make intelligible expressions, be it English or Bahasa Indonesia.
Well, good for him, because I am doing my best to teach the likes of him here in Jakarta. I wonder why did Indonesia not ask him to teach?????? The gov't is still using its mind. Good for them.....too bad for Turkish.
