I have 6 grown cats that live the house mostly and only go outside to use the rest room. All of them will meow at the door to be let out and when ready to come in, they meow. I have one cat that if he can't find us, he'll run through the house frantically meowing until he locates us. Each one of the cats has a different vocal opinion to give. Depends on what they are trying to communicate to us.

One of our cats is a howler - but not before or after she "goes", she does that very quietly and then - if it's a number two - just walks away without the slightest attempt to cover it up. Well, she does have slaves to do that for her, after all...
But she howls a LOT at other times, usually when there's a door she wants opening or when we are a little late for her meal times.
A friend once asked me why I wear a fringe - was it to hide the word, "mug", written across my forehead - I think she might have had a point there.
Oops, must go, her ladyship is calling for something...

I have one cat that will come up to me when I am sitting on the toilet and she will try to sit in my pants. She also meows a certain way when she wants to drink out of the fawcet.
Another cat doesn't talk much at all but she will chase after people's ankles between the times of 5am-7am. No other time of day will she do this

It's possible that the cat may have a Urinary Tract Infection and it hurts when she uses the litter box.
My advice would be to take her to the Vet and have her checked for a UTI.

I had a dog once who would give a short howl that trully sounded like the word "OUT" when he had to go outside.

My kitten Thor really likes praise after using the litter box....so I always tell him he's good etc etc....
I would suggest talking to your vet if you think she is in pain... otherwise I think it may just be her wanting some attention or praise for using the litter box properly......
Good luck

If she's really "howling", she might be in pain - have you had a vet check her out? There might be something wrong with her digestive system.
