1. What does this have to do with LA>
2. You've never seen anything over a size 9 because (a) you never venture out of the Juniors department and (b) the sizes left on the sale's rack are at the extreme end of the scale.
There are a multitude of plus size venues, too many to mention here.
And as a added note, the average dress size for a women in this country is a size 14.
At the Oscar's, Meryl Streep unashamedly announced she is a size 14.
We should all be so fortunate.

Anything over a 12 is hard to find in mainstream shops. Even when I was wearing a size 9 jeans, I had to go buy 1X shirts to accommodate the boobs so shopping has always been a nuisance for me. Walmart usually has a good selection if you don't mind the crap quality, I just look at it as disposable clothing. For higher quality, Kiyonna, IGIGI, and Zaftique are great. Torrid is the plus size version of Hot Topic.

In the major department stores in Los Angeles, they do have "womens" departments that go up to size 24.
There are also specialty stores in most malls such as "lane Bryant" that cater to overweight women.
Also, try Target or Mervyns.
Unless you are really really overweight, (500 lbs) you should be able to find ready made clothes at stores in Los Angeles.
