It is not possible
Water is rising then ship is also rising upward

if the ladder goes all the way down to the water it would take 12 hours

Never the ship is afloat. However, if the ship is sinking and the latter is already touching the water 10 hours

The boat rises with the water, the ladder won't get covered in water. (Maybe a bit of rust though...)

ship is floating on water so its clear that if water will rise ship will keep floating on it
only if ship is having any hole or something essential for ship to float in water then only it will sink but nothing like that is mentioned
