Don't worry. It is natural for all Tamil Medium Students to struggle a bit at this stage. If you are in school or college and your books are in Tamil, please spend time in going through the English medium books. This will help you a bit. It will come to you fluently when you start interacting with people who speak English regularly (Your friends, teacher, parents, neighbour or general public). Don't turn out any learning opportunity. With your permission, I want to correct your question. You can't speak in English. You can only speak English. You should say "I speak Tamil" and not "I speak in Tamil". More important thing is you should stop thinking in Tamil and translating it into English. You should start thinking in English. There is nothing impossible if you try sincerely. My hearty wishes. All the best.
Cheers, Murali

To improve communication skills first thing you need to do is start communicating and reading you can do some of the things like: 1.who among your friends and classmates you feel speaks better english, try to talk to them in english and ask them to correct you if you are wrong. 2. Be patient and try to listen and learn. Many a times we tend to speak english which is nothing but translation of our language which may or may not be a correct use. So listen to those who speak correct as others have said you can try listening to TV shows. 3. Read books (or newspapers as my friends have suggested) try to figureout how actions and situations are described, try to use similar words and sentences to describe your day-to-day works. Compare with how you could have framed sentences and how the author has done. What is the difference and what you can do to eliminate this difference. 4. Try to participate in speeches and elocutions, do not feel bad if you do not suceed in first attempt, do not think about what others may think about you, because no one will help you come up except yourself. 5. Try speaking in english even at home with parents and siblings if possible. and Subha I want to give you some example from my life where I have seen people improving but that would make the answer even longer.but take care and do not lose hope and be patient.

1. Every day read loudly some passage from newspaper.
2. Record you speech using a cassette recorder, say five minutes everyday and then listen to it next day. You yourself can look for flaws and then work on improving on them.
3. Keep watching English movies and TV programmes.

so, you want to increase your English speaking fluency!
first, you get English speaking CD's or cassettes - at least Audio CD,
then keep repeating / practicing alongwith - as a parrot;
it will help ;
next step - take the help of friends who have better English accent than yours!
best of luck

You can go to a speech therapist for accent reduction which will increase your english language fluency. You can also find someone who speaks english and use it with them to help you become fluent with increased practice. Email ( penpal) someone that speaks english and ask them to help you with corrections and such during your email conversations.
