If you're close in to an opponent- you're legs (ie kicks) will be useless. Use elbows and knees.
Middle distance, where legs are of limited use, use fists and leg-strikes with your own legs.
Long range is the domain of the kick. As you train you're body will naturally fall into and adapt to these three ranges with total fluidity.
Ask your instructor and other senior ranks at your club to help teach you and develop your skill.
The very fact that you have identified this as a fault and sought help, marks you out as one who is self aware and humble enough to accept he is not perfect, and seeks the betterment of himself.
You should be congratulated on this point because all too often I see people struggle with some aspect of training, and they rarely if ever seek help.
Remember- if you concentrate too hard you will not flow. If you do not flow you cannot adapt. If you cannot adapt you cannot learn.

What your sensei means when he tells you to measure distance is to decide how much space is between yourself and whomever you're sparring. That way, you can see what's vulnerable on your opponent and what isn't. If your instructor ever tells you to close the distance, he means to slide in and get closer to your opponent. Measure=judge how much space is between you and the other guy. Close=get in closer. Got it?
