Best get a book, or an Audio CD from your local library....

I doubt you can learn punctuation and grammar in a chat site. Get yourself from the "Teach yourself English (French, German, etc.) series found in big bookshops. All the grammar rules are clearly explained with exercises set out for you to do then check for the correct answers.

Yahoo Messenger has tons of chat rooms that allow you to converse with English speakers. I've tried others, but Yahoo's is the best.
