I'm looking for somthing simple for inside the house, that doesn't require batteries and doesn't need to be plugged in. I'm not sure if that is even possible, but would like to find out.

You could have a solar powered fountain, but I'm not sure how powerful it would be.

Alternatively you could have a gravity fed fountain which would need a pump somewhere, but not necessarily where the fountain was - some place more convenient.

If you're handy, make a wheel and buy some hamsters.

Yes , sure , all you need to have is a water source that is higher than the level of the fountain , the one like bucket of rain water on your roof , or simply plug it to your bath pipe (upstair), water pipe section with determine water pressure

I forget , in this case , the power you are using is the one that water company supply through their pumps

Not possible, because then, it would be a Perpetual Motion Machine, which aren't possible practically. But you can have those which require very low power or run on renewable sources of energy.

Sounds like you are asking for a self-powered perpetual motion machine - these do not exist.

The only other solution is to use the pressurized water supply to your house - this way you are using the Water Company's power.
