you have to use the head of the person and stick it on a nude body of another.
1- get ten or more nude pics for people of the nearest figure
2-in photoshop,draw a selection around the head and drag it to all the ten pics.
3- one by one,do the touching in color,size,level,exposure and orientation,..etc
4-when you find the best one ,start the fine retouching,then merge the layers.
5- this will keep the background of the nude body pic,not that of the head pic,to change this, you have to reverse the procedure.
6- this work may put you under law abuse if you have no permision.

The same way you can make someone nude just by looking at them: using your imagination.

use the remove layers option - just like you would in real life.
you can't 'make' someone nude in photoshop unless you place their head on an already nude body..........

you can't, except when you put someone's head on a naked body something like that.
