The chances of her getting a tourist visa are just about zero. So, don't plan on that route.

Do you understand the time and money it will take to get a fiancee visa? Then, after getting her here to have her abandon her immigration status by going back is just insane. Unless you plan on moving to the Philippines for the rest of your life you'll have to go through the entire immigration process a second time to get her here again.

Save yourself the time, money and aggravation. Go to the Philippines and marry her there.

Fiancee visa. Where it implies you two plan to marry. Tourist visa might come across as false or fraudulent means to get her to US.

I don't see where it makes much difference since she will probably be changing it as soon as she gets here when you get married.
