This is going to have to be a lifestyle change, not a quick fix.
Try to keep a diary of what you eat every day. With it, you can look back and start to see where you eat the most, how you feel around the time you eat, etc. What you really don't want to do is eat based off of your emotions. I think what you may find is that when you're upset or stressed, you eat. I'm not talking about when you get really worried, just take a moment to sit down and eat an apple to help clear your head and calm down, but when you feel bad, and decide to eat ice cream because you feel bad. In this case, it's best if you can find /another/ way to feel better, trade one high for a more productive one.
This is where I ask you to reconsider your "without exercise" statement. I used to weight 82 kg when I was 12, and I weigh about 63 now (I'm 16), so I know where you're coming from. Exercise is really the way. Replace your eating high with an activity high. Upset or angry, a lot of it goes away after 4 miles of running, for me (not that I'm saying you should go out and run 4 miles tomorrow, or anything like that! It'll tear your knees to pieces if you don't build up to it). I think that getting very, very tired a couple times a week is a way to feel healthy, happy, and sane. What happens when you feel healthy, happy and sane? You don't try to compensate for bad feelings or boredrom with food. It would help so much if you got on your bike for an hour, or walked for an hour, or lifted weights for an hour a week. Generally you'll feel great while doing it, and afterwards, too.
Otherwise, think about what you eat. Food is there to keep up alive, and ice cream doesn't offer much to you nutritionally. That's not to say that we can never eat junk food (once every couple of weeks is o.k) but low-calorie, healthy foods are really the best. Replace ice cream with pine apple and yogurt, replace a hamburger and fries with an apple a small turkey sandwich on whole grain. Keep eating little meals during the day so you don't get too hungry, and ALWAYS eat breakfast (a cup of cereal or oatmeal or a couple of eggs w/a banana or something). Eat your veggies with some pepper (call me a dork, but I horde green beans and broccoli. My family knows they have to take them quickly because I just might eat a whole bag or stalk xD). Anyways, just keep in mind that losing weight will be to help you get healthier and feel better. Don't worry about what other people think. You're doing this for you, not the media's image of what 16 yr olds should look like. Good luck ;-)

Exercise everyday like jogging around the block
Skip meals. Eat 2 times per day than 3 times per day
Dont eat until you're full
Eat fruits at night if your hungry.
Drinks lots of water and stop all the fast food and chocolate.

Stop!Stop eating now.You have too be strong.And look at you,don't you get disgusted the way you look?Love yourself,love your body enough to controll your habit.Nobody is better than you.Why can't you be like them?thin and beautifullyyy.There is no such thing as big and beautifull.Forget it.FAT i s never beautifull.Shake yourself and take care of yourself.Stop eating the wrong food,you can take an hour walks every day.Come on now.loose the fat,the bad and the ugly.You can do it,i know you can.
