can't bark because they do not have vocal cords?

No that is not true, they have a high bark, and all dogs have vocal cords.
The only dog that doesn't bark like other normal barking is the Basenji, it makes more of a high pitched cry.
But whippets definitely bark.

Are you thinking of the Basenji, which doesn't bark but is extremely vocal as it "yodels"?
Whippets bark, same as most breeds.

not true at all, they dont normally bark much as they are primarily hunting dogs and to bark too much is discouraged as it frightens the quarry, i had a whippet called lucy that used to bark to go out and bark to go to bed , she used to yowl like a cat at the tv too

no, believe me, whippets can bark. Oh boy, can they bark! Basenjis can't bark, though they can still make quite a racket.
