try facial exercises, like moving your mouth to look like the scream, and blow bubbles.
Also if you want to get rid of the fat underneath your chin, and i know this sounds silly but tap it repededly with the back of your hand, sounds weird but it actually tightens the skin underneath your chin!
if all else fails just reduce your sugar, fat and carbohydrate intake and do some exercise, prefereably running, dancing or aerobics x
good luck x x x

Unfortunately, one cannot "spot reduce" or lose fat in a particular area. One must lose weight overall. The body will reduce fat proportionally over the body. Granted, I am by far not an expert on nutrition or weight loss. I'm only spewing that stuff out from what I've been told by personal trainers and those knowledgeable in the area of nutrition and weight loss. I can, however, tell you--from personal experience, mind you--that when I ate next to no carbs whatsoever, I dropped 18 lb effortlessly (12 of those in only 3 weeks), and some of it came off my face and chin immediately. People commented that they noticed the fat loss in my face very early into my eating pattern/lifestyle. If you're terribly concerned about the fat in only that area of your body, the other person on here who answered you was right in that you'd probably want to consider liposuction. You might want to try firming lotions or gels, although I don't know how effective those are and how long the results would last. I certainly wish you the best of luck and I hope that all of our advice helps. Enjoy your new face! :)

I've seen pics of liposuction in this area and the results looked really good.
But I would recommend just losing weight overall.

the distribution of fat over the body is genetically controlled so you cannot reduce from one area in particular, you will have to reduce your entire bodys bodyfat percentage.
