I will be taking a company trip to Montevideo for a week in October. I want to visit another South American place but have limited time and budget (about US$1.3k). Should I go to Lima, Cuzco and Macchu Pichu for the obvious reasons? Or Santiago to see the best night skies in the world? Or El Calafate to see glaciers and the Patagonian landscape? Or should I just stick to Uruguay? I don't mind only doing one thing, because it's the quality of the experience that counts for me.

Considering your limited amount of time, I would probably pick one more place to visit that is near by like Buenos Aires or Santiago. You dont want to spend all your time flying. Pick one more place and stay in Montevideo for a couple of days then fly out to the next destination and stay there the rest of the time and then fly home.

It depends on how far you want to travel... close to Montevideo you can find the Iguazu Falls in Brazil, Punta del Este in Uruguay, Buenos Aires in Argentina.
If you are willing to travel more... Lima and Cuzco in Peru are a must.

if i were you, i would go to buenos aires for a couple of days and then to patagonia. the monetary system of argentina will benefit you
