I've spent time in Mexico, Colombia and Spain, and I've spoken with people from all of the places you've mentioned. I think that the answer is that the better educated the person and the more formal the situation in which he/she is speaking, the clearer his/her speech will be, regardless of where the person originates from. Obviously, people from all of those countries are fluent in Spanish since it is their first language!
However, it does take time to get used to the different accents. And I will say that Colombians are particularly hard for me to follow when they've had too much aguardiente!

Each country is different. They re some words that Colombians use that Mexicans dont use. And also
the accents are different in each country. Especially
the Argentinians. They have like a Spanish-Italian
accent. If you spend time on the correct grammer
and vocabulary then you will be ok. But to answer
which country speaks most fluent spanish is hard
to say. Sometimes I say the mexicans dont speak
good spanish. It seems like they always speak like
a ghetto type spanish. Definitely not a Texan or Californian unless they speak it correctly. For example alot of, mainly Chicanos do not speak very good spanish. Its like
slang, english, and spanish mixed togethor. Its sounds
pretty awful. Not all of them, but I say the majority.

I don't think ethnicity has anything to do with it. It's more, who has more education. A person with a college degree will be able to speak more proper than a person who only went to Junior High (although this is not always the case). I think people in all of these countries can speak proper Spanish....it just depends if they studied the grammar at school. I mean, not all Americans speak proper English.

Im mexican, and we use so many slangs and more people that lives in cities close to US, like me, we use a lot of american words.... sandwich, nice, please, cool, hotdog, and some other.... we use them exactly like i wrote them, so now our language is a mess, but is funny, also we speak so fast but i think the most fluent and clear spanish is speak of spanish people.

I think it depends on what you're expecting versus what they speak. A better educated person will always speak more clearly and more fluently, as a rule, no matter where they live. Likewise, a poorly educated person may be difficult to understand.
